Formats that tried to work
From the Minsk process to the Normandy format and later third-country mediation attempts, diplomacy has tried many shapes. Each failed for the same reason: the parties had incompatible goals and weak trust.
Why talks stall
Talks stall when ceasefires are unstable, verification is weak, and neither side believes concessions will be reciprocated. Domestic politics also matter, because compromise can look like weakness at home.
What diplomacy can still do
Even without a comprehensive peace deal, diplomacy can protect civilians, create prisoner exchanges, open humanitarian corridors, and preserve a path back to negotiations later on.
